If the flow still is low, the faucet valve(s) may not be opening all the way. To check a double-valve faucet you have to turn off the water supply and remove the valves. To do this, turn off the water supply and disassemble the valve. If the cartridge is old and well used, you may need a cartridge puller to get it out.
